The concept of "AGASOZI NDATWA" as is popularly called in Kinyarwanda, is based on a theory that each district of Rwanda shall have a Model Community in that district that must have all the necessities that make human livelihood meaningful. The Model community, must have all the essentials of life like water, electricity, best health services, recreation services, educational services, best agricultural practices etc.
