The policy of decentralisation currently in use is based on the political will to make local entities the principal players in their development. The anticipated outcome of this process is autonomy in the management of local organs and participation of the beneficiaries in all phases of planning. With the recent administrative reform of the country, local governments were outlined and given definition, the ancient Districts were fused and their numbers reduced from 106 to 30. The current Nyanza District is a product of this process.The Town of Nyanza, current headquarters of the Southern Province, was up to 1959 the capital of the Monarchy of Rwanda. The Town was created in 1898 by King YUHI IV MUSINGA. Nyanza District still preserves some traces of its glorious past: a lot of Christian missions, primary and secondary schools, historical cradle of Rwanda in the form of a museum of pre-colonial history of Rwanda and museum of arts (District monograph, April 2007)
